Scheduled service network design with quality targets and stochastic travel times

Abstract We address the stochastic scheduled service network design problem with quality targets and uncertainty on travel times. This important problem, raising in tactical planning process of consolidation-based freight carriers, has been little studied up to now. define considering for on-time operation services delivery demand loads destinations. introduce a two-stage mixed-integer model defined over space-time network, modeled through penalties. also propose an effective progressive-hedging-based meta-heuristic, based partial-decomposition concept aiming challenges raised by presence flow-distribution decisions first-stage flow-related degeneracy particular design. The results extensive numerical experimentation emphasize worthiness formulation, as well very good performance proposed meta-heuristic when compared well-known commercial solver.
